A 700 page bill.... Totally changing our society... Done in two weeks??? I don't think so! The congress is suffering from "We have to do SOMETHING" syndrome. Essentially they have not done anything since the new congress came in.... and that may be a good thing.
As to immigration what they are trying to do is just a game. We saw the obligatory press conference from the negotiators.... Essentially "Aren't We Great". We have done SOMETHING!". They can go back to the perks of being in congress, maybe retire, maybe get voted out of office and leave the mess for someone else.
There are just four things that have to happen is we are to solve this problem.
1. Border security. Not only to stop illegal immigration but stop terrorists.
2. Tamper proof identification. Let private industry come up with that. Task Microsoft, or some other high tech company to develop.
3. Put the burden on employers to hire only legal immigrants.
4. Make no accommodations for other than the English language. with the possible exception of providing English lessons.
If they were serious about this problem they would do these three things and it would not require a 700 page bill.
